What does Missouri SB 68 require from my district?
Senate Bill 68 (effective Aug 28 2025) adds new statewide school-safety requirements.
Each district must designate a primary and secondary school safety coordinator and ensure they complete either FEMA IS-100.C and IS-200.C or MSBA’s “ICS for Schools” course within one year of designation.
The State Board of Education must update Missouri’s school-safety criteria to include these requirements by July 1 2026.
Facility security upgrades include anti-intruder door locks for interior doors and bullet-resistant window film for exterior entryways. Implementation is subject to appropriation and phased by deadline.Do we need to be fully compliant this year?

What is an ICS Coordinator, and why does it matter?

How do these standards apply to churches and businesses?
SB 68 applies to public school districts and charter schools (defined as “local educational agencies”). It does not extend to private businesses or churches unless they operate a charter or public school entity. [§¹⁶⁰.⁶⁶⁰ RSMᵒ]
However, these ICS-based and facility-security practices are recognized best standards for all organizations. Churches and businesses may voluntarily adopt them to enhance safety and risk management even though they are not legally required to do so.
